The Navigation Centers are an innovative program designed to shelter people experiencing homelessness and to provide on-site access to social services, healthcare, and long-term housing. The centers employ rapid construction of temporary structures on underutilized properties around San Francisco. Temporary structures are connected by raised decking with services running below, allowing for quick construction and the potential for reuse. In addition to rigorous requirements for program, circulation, security, and service distribution, the designs aim to create restorative, healing environments for some of San Francisco’s most vulnerable citizens.

The Division Circle Navigation center was built on an existing parking lot next to the I-80 freeway. It is the first Navigation Center to use tensile structures, which can be deployed in a matter of days and have open, bright interiors with tall ceilings and integrated skylights. Decking and trellises connect the buildings, creating a sense of campus and opportunities for gathering. The main design challenge was creating a sense of quiet and restorative enclosure on a site completely surrounded by a busy freeway onramp.
