The Navigation Centers are an innovative program designed to shelter people experiencing homelessness and to provide on-site access to social services, healthcare, and long-term housing. The centers employ rapid construction of temporary structures on underutilized properties around San Francisco. Temporary structures are connected by raised decking with services running below, allowing for quick construction and the potential for reuse. In addition to rigorous requirements for program, circulation, security, and service distribution, the designs aim to create restorative, healing environments for some of San Francisco’s most vulnerable citizens.

The Bayshore Navigation Center made use of an existing warehouse and office building on a site scheduled for eventual demolition and redevelopment. The warehouse was adapted as a dormitory and community lounge space and the office building was repurposed for administrative use. The two are knit together by a central boulevard with a community garden and outdoor seating.
